Aguascalientes was separated from the bordering town of Zacatecas in 1857.  Local rumor has it, the split resulted after a mesmerized General Santa Anna promised Doña María Luisa Villa (a married woman) anything she wanted in exchange for a kiss.  She requested a separation of her native land from Zacatecas and so it was sealed with a kiss.  Doña María’s husband, Pedro García Rojas, served as the first governor.   

In 1847, Aguascalientes would be reunited with Zacatecas; after the Mexican National Congress issued a decree.  However, in 1853, Aguascalientes would be granted independence from Zacatecas a second time and promoted to Department rank.  The Federal Constitution of the Mexican Republic would be given the official title, Libre y Soberano de Aguascalientes (Free and Sovereign State of Aguascalientes) in 1857.
